This is an allusion to the prison Alcatraz, where dozens of some of the worst criminals in the country were imprisoned, such as Al Capone. This allusion makes Julita seem very mischievous and somewhat criminal. This is why her parents tell her not to hang out with the people who call her Judy Alcatraz.
