The lower two Texas Ranger badges are of the current design; 1961 to current are made from a 1947 (preferably) or a 1948 Cinco Pesos, silver, Cuauhtemoc Mexican coin. The two on the top seem to be of current make but origin/maker is unknown.

The Texas Rangers were gathered in 1823 after the Mexican War of Independence. Their purpose was to defend Texas, hence the name. Interestingly, the Texas Rangers had a serious reputation for violence more than defense.
